Why is Reservation for women not being Implemented?

Women form the biggest segment of population. Some 50% of population is Women. But women make up only 5-10% of workforce. The top posts in Politics, bureaucracy,Judiciary all are occupied by men.
Why dont we have a law to reserve 50% of all posts to women? When the 33% reservation bill was introduced, politicians of bjp, dmk and pmk opposed. How come our politiicians are so much anti women?

should reservation be introduced for all women or only back ward caste women?
Should rich backward caste women be given reservation

"....Mangalyam is a "symbol" that signifies to the World the bond into which a Man and a Women have entered into - by way of love, mutual understanding and mutual acceptance of each other, with promises of loving and careing for each other at all times and under all circumstances throughout their life time, and in satisfying each other's natural - biological needs from time to time, and in the creation of offsprings in continuation of their generation.
It is not a "symbol" that gives "authority" to the Husbands to hurt their Wives mentally and physically, illtreat and abuse them, to the vims and fancies that pleases these Husbands on various issues including the "Most Horrible Inhumane and Shameful" Dowry - Issue", and suppressing the freedom of acts and speech of their Wives"
The Mangalyam tied by the Husband around his Wife's neck doesnot provide any privilege or authority to the Husband's - Mother, Father or Sisters - to control, enslave, harass, order, or physically or mentally hurt his Wife over various issues including the "Most Horrible Inhumane and Shameful" Dowry issue...."
