Definitely, silambu is the old form of parivattam in TN, Kerala, and Andhra ( I recall in the movie Sankarabharanam, actor J.V. Somayajulu was honoured with silambu).
The picture you have posted is definitely a silambu, that is the kind I seen in Kerala.

Yes, honouring people with the golden bangle for the leg is called parivattam, and the bangle itself is called "chilambu".

Actually it is not referred as "chilambu", but it is called "idivalai", they are just like brass knuckles. Only the aged hindu people in Kerala are seen wearing it, usually on the ankle.
