Vatican Issues New Rules on Pedophile
Priests
By Philip Pullella
VATICAN CITY (Reuters) - The Vatican (news - web sites) has
quietly issued new rules for Roman Catholic churches around the
world to deal with pedophile priests, saying they should stand
trial in secret ecclesiastical courts.
Pope John Paul (news - web sites) and the Vatican issued two
documents on the problem in 2001, but they were not presented
at press conferences or made public as is usually the case for
such documents.
Instead, they were published in Latin without any fanfare in the
latest yearly volume of ``Acta Apostolicae Sedis,'' (Acts of the
Apostolic See), the journal of record of the Holy See.
In recent years, the Roman Catholic Church around the world has
been rocked by scandals involving pedophile priests, and the
Vatican has been grappling with how to control the damage.
In his document, known in Latin as a ``Motu Proprio'' and one of
the highest forms of papal directives, the Pope authorized the
Vatican's Congregation for the Doctrine of the Faith to issue
guidelines on how to deal with the problem.
Cardinal Joseph Ratzinger, head of the Congregation, which deals
with matters of faith and morals, sent a letter to all Roman
Catholic bishops and heads of religious orders outlining the
Vatican's concerns.
``With this letter, we hope that not only will these serious crimes
be avoided, but, above all, that the holiness of the clergy and the
faithful be protected by the necessary sanctions and by the
pastoral care offered by the bishops and others responsible,'' the
letter said.
Ratzinger's letter said that if a local bishop or head of a religious
order became aware of ``even a hint'' of a case of pedophilia ``he
must open an investigation and inform the (Rome) Congregation.''
SECRET CHURCH COURT
A local Church tribunal, made up of priests, should hear the case,
which could be referred to the Vatican, but the procedures would
be covered by church secrecy.
The letter made no mention of whether a bishop should inform
civil authorities if a Church court found a priest guilty.
Last September, a French court handed down a three-month
suspended jail term to a Roman Catholic bishop for failing to tell
police that a priest in his diocese had admitted having sexually
abused children.
The Congregation, the modern successor of the Inquisition,
included acts of pedophilia by priests as one of the ``grave
offences'' against the Church.
A cover sheet was attached asking the recipients not to divulge
the information contained in the letter, Church sources said. The
cover sheet was not published in the official record.
Pedophilia scandals, particularly in developed countries, have
given the Church a black eye and have cost local dioceses
millions of dollars in legal fees and financial settlements.
In a high-profile case in 2000, a U.S. jury found the Catholic
diocese of Dallas, Texas, had concealed sexual abuse of boys by a
priest and awarded the victims $119.6 million in damages -- the
largest award up to then in a sexual abuse case.
The document established a 10-year statute of limitations,
beginning on the victim's 18th birthday, in cases of pedophilia.
Priests found guilty of pedophilia can be dismissed from the
Church and stripped of their priestly functions.

"There is no need for literature, especially of a religious nature, on how to make intercourse complete. Intercourse is something to be left behind closed doors; unfortunately, it has become an industry nowadays. Anyway, I find the whole porn industry disgusting, as I do the Kama Sutra. There is no need for such treatises to further propagate the already virulent porn industry,"
Since you haven't read Kamasutra, you are confusing it with pornography. I too find pornography disgusting. But, I find KS to be great. There is a certain need for education in sex too. Even today, most people are ignorant of it. Often, ignorance can lead to false conceptions about sex. Only because sexuality was dealt with scientifically in ancient India, Hindus didn't degenerate into the terrible oppressive practices of the Muslims like clirerectomy or the Christian prudishness.
"It is not that the majority can't abstain, it is that they're victims of their sensuality."
That is why they can't abstain.
"Repression is not dangerous. In practicing chastity, the priests are one step closer to God. Transcendtal? On a spiritual level, yes."
Repression is dangerous. You don't seem to differentiate between repressing and transcending. Sorry, a priest who smokes, consumes alcohol, eats meat etc., can never be transcendental. And you are also confusing the terms chastity and abstinence. A chaste person need not abstain from sex. A person abstaining from sex needn't be chaste.
"Jesus didn't recommend abstinence to his followers, but then again, he never said anything about sexuality."
So, why do you impose what he never told or even hinted about?
"Of course, the fact that he was born incarnate implies that he was not subject to the same carnal passions as mortals supposedly are. I don't know what sensuality you're referring to."
I never said that he was subject to carnal pleasures. He wasn't. But, he wasn't born incarnate. He was only a bonafide teacher and a representative of the Supreme Lord. There was an instance when Jesus received a sensual massage from a pretty woman. If you want I can post the references.
"I find it interesting that in Hinduism, the next avatar to come (tenth reincarnation) will arrive on a white horse. There is a reference to a white horse in Revelations as well, at the point when the world ends."
That is right, but don't display this level of openness or find parallels between Hinduism and Christianity. Vatican won't like it! Just kidding, you are right.

Karthik:
Have a look at the KS table of contents. I find that in itself repulsive. Anyway, just out of curiosity, is the KS mythological in nature; that is to say, is it's intention to illustrate a certain moral, not necessarily to be taken literally? Many scholars will argue such a case for the Genesis story in the Bible - it was written through the "eyes of faith"; as indeed, much of the Bible supposedly was.
The only purpose of sexuality is to reproduce. There is nothing scientific about it. Any other approach to sexuality is inappropiate. There is no excuse to publish literature on the subject under the guise of scientific enquiry. Besides, how do you explain the references to various positions that are possibe during intercourse?
Actually, gluttony is also one of the seven deadly sins - its the antithesis of moderation.
Repression is not dangerous - it may be difficult, but ultimately, you are led to a higher level of consciousness. Beyond materialism, beyond sensuality and ordinary reality, there is a higher level of conscious experience. Repression of carnal/base desires is necessary to reach such a level. I don't claim to be the ultimate aesthetic; this is just common knowledge that I picked up in a few books.
I have studied Jesus' life in detail. He was indeed born incarnate; this is accepted knowledge in any mainstream Christian denomination. This is no myth that Christians take lightly, to believe otherwise is sacreligious. This is the means by which his divinity is established. He was born through humans, but was not himself human. If he was human, then his dying on the cross would would mean absolutely nothing. To save humanity, it was necessary that he be born of the Holy Spirit. Can man save man in such a way as Jesus did? No, only a supernatural force can - a force whose power derived from the Supreme Creator.
Sensual massage? You must be referring to when a woman rubbed expensive oil on his feet. I see nothing sensual about this, especially given that there was a large crowd around him at the same time. Anway, if the Kama Sutra teaches that sensuality is to be found in the feet, please enlighten me, especially with its relevency to religious practice.

All religion in this world to me is the No. 1 enemy. Any organised religion that practises hatred, violence, suicide, and racial, caste segregation can go f**k themselves for all I care. I'm fed up of all this religious bigots spreading hatred amongst mankind as if we haven't got enough suffering and hate in this world. Why don't you go s**k RAM BHADRA's c**k or the pope's and leave us alone.
