The movie you mentioned is 'Marupadiyum'.
Anjali was actually sent for oscars but lost the nomination,this just because the main theme was well diluted by all those,love ,song and dance,villain and fight scenes in the rain.So anjali doesn't qualify to that level.

Kannathil.. only had the right content and style to get the academy award it,but what to do?(after 2000)
The fools sitting in the film federation wasted the opportunity by sending the total crap 'Devdas'.Till these idiots are there in the federation,indian sensitive cinema will only suffer.

that year crouching tiger hidden dragon(chinese) movie won it
i think the vijayakhanth's fighting scences r more relastic than crouching tiger ...'s

I think one of Mani Rathnam's films should have won the Oscars. Maybe Roja or Nayagan.

recently ppl appreciate movies like run, villain, dhool etc. Anbesivam and Juliganapathy ran only few days. great producer G.V suicided. So can tamil cinema think about winning oscar in future.

I agree with you Viko,HeyRam was not that great to bowl one over,but anyway it was way better than 'Crouching..'.I wonder how the academy fell in love with such a crap.But 'Crouching...' was screened even in prestigious french riviera, cannes to rave reviews from critics.I am not able come to a conclusion about the strange way these juries behave.The following link gives the news item published in The hindu,before the Oscars 2000

In your list 'Indian' takes the first place,It was actually sent for oscars,it hardly created any ripples there.'Indian' is such a masala crap,and i even wonder how you included guna,King, Mudhalvan,Thiruvizhaiyaadal, Puthumai Penn and Darling Darling and aalavandhan in the list,these are rather sub-standard ones,and are worthless to Oscars.
