I just found this one posted on the internet, I have not tried it yet, but it sound good.
Locrio de Pica-Pica
(Rice and spicy sardines)
Need the kick? This is "the other" Dominican spicy dish. Humble and oftentimes despised, this is the favourite of informal Dominican get- togethers... when in a budget.
Time: 35 Mins
Difficulty: Medium
Serve: 4 people
Before starting to cook: No prior preparation is necessary.
Ingredients:
5 cans of sardines in hot tomato sauce
4 cups of rice
6 cups water
5 tablespoons oil
4 tablespoons tomato paste
1/4 cup chopped green peppers
1 teaspoon mashed garlic
1/4 cup chopped celery
1 spoon finely chopped parsley (optional)
Salt
Preparation:
If you can't find sardines in hot tomato sauce simply buy them in plain tomato sauce and add Tabasco sauce to the preparation.
Take the sardines out of the sauce. Reserve the sauce. In an iron pot heat the oil (reserve 2 tablespoons of oil), add the herbs, spices, tomato paste, peppers, garlic and salt to taste. Sautee for a minute. Add the sardines from one of the cans, mix well. Add the sauce that sardines came in.
Add the water and bring to a boil. When it breaks a boil add the rice. Stir regularly to avoid excessive sticking. When all the liquid has evaporated add the remaining sardines, cover with a tight fitting lid and simmer at very low heat. Wait 15 minutes and uncover, stir, add the remaining oil and cover again. Wait another 5 minutes. Try the rice, it should be firm but tender inside. If necessary, cover and leave another 5 minutes on very low heat.
Personally, I prefer using a rice cooker rather than stove top in a pot.

hi spicy sardin is my favourite.
Here in Malaysia, we have a lot of sardin in can. The one with tomato is a bit "pulikum". Buy the mackeril sardin.
you may try this.
1 can sardin
cut a few big onion (small peaces)
3 clove garlic
chilli 1
tomato
oil
potato (cut small pieces and fried keep one side)
blend the dry chilli or dry chilli powder.
method :
put oil - heat
garlic and onion and chilli (green or red) tos until become brown colour. Add the blend Chilli and then let is heat for while until the chilli's smell burn (go off) and then add sardin, if possible break the sardin to small pieces and mix with the paste and add fried potato (if prefer) after its cook then put the tomato.. if can squze the tomato to mix and its ready. If you want more spicy, you can add more chilli powder. You can eat this with rice. or Make plain sambar (in yellow colour) and eat with this sarden... wow.. i always enjoy this..
