Keralites are literates, but how kerala became a consumer state

The reports and studies say that the Keralites have attained 100% literacy. But we are not self sufficient. We still depend on Tamil Nadu for fresh vegetables. Even our Onam celebrations are fully depend on Tamil Nadu trucks. Kerala's lion part of the economy come from the Gulf states. There are so many Keralites outside India who are prepared to invest in business and industries. But they are not willing to invest in Kerala. Who is to blame for it? Have the political system at present in Kerala should be revived ?
