Recently I came across an article / open letter by Gen. John M. Shalikashvili (a FAS Scientist) in support of ratification of the Comprehensive Test Ban Treaty. Have a look at the following link for the details. Seems like US is still not ready to think about a time-bound framework for nuclear disarmament.
