Sridhar:
My answers are:
>>Does chennai issuing the highest number of H 1 visas in the whole world an indicator of it's progress<<
No. This is no measure. As it is H1 is no indication. And added to that the location of US consulate happens to be in Chennai catering to may be the whole of South India.
>>Are TN politicians not media saavy as krishna and naidu ?<<
No. However, Karunanidhi aided by some well-versed politicians like Murasoli Maran and other professionals did try to stand up; Sadly since he is gone along with his team, you can forget any new chances. FYKI, TN govt. was the first to come out with a "Policy Paper" on BioTechnology.

No. Chennai is still not cosmopolitan enough. One of the important aspects of a truly cosmopolitan city (in India) is that the ligua franca changes to a language other than the native language of the given state. E.g. Englsih/Hindi is the professionals' lingua franca in Hyderabad (which anyway has a Urdu/Hindi orientation due to its deccan past), Bangalore and Mumbai. In TamilNadu, a bright software person from Orissa or Bengal can no doubt get a job with no discrimination if he is talented. But, out of office life could be strenuous for want of Tamil understanding. For becoming any 'hub' it's not the total quantity of professional that matters. It's the commensurate 'quality' that matters too. And any region, city, state, country has statistical limitations in not being able to produce quality in bulk. So, hubs are meant to attract the 'best' from everywhere. Like Silicon Valley of US. As of today, the 'best' brains would prefer to head to Bangalore for its Weather and Cosmopolitanism. Hyderbad which in my opinion is more cosmopolitan than even Bangalore is mercilessly hot during Summers and there's a palpable lack of new age trendiness that goes with Bangalore. Chennai can aspire to soon dislodge Hyd. but it will take years to overtake Bangalore.
But, all said and done, Chennai which is the capital of one of the most socially-equitable states in India, can produce the 'quality' too in bulk numbers and hence may not depend much on the equivalent 'best' brains of other states. I am including 'quality' entrepreneurs too. If this gets ensured, Chennai can indeed overtake any other city. It has all other ingredients in advanced stages of incubation. So, it is better hatched.
