  true. Except for IITs (those also run on foriegn aid) which Engg college (including RECs and other Govt. Engg colleges) spends from Govt funds to educate them? The bill is mostly footed by the students' parents. (The guys who go out to foriegn countries to work are mostly from private engg colleges, where everything is billed to the student)
