Gandhi alone could not achieve much - his power would lie in inspiring others. Ultimately, their confidence in him is what would motivate them to achieve useful ends. The perfect example is ahimsa. What good is ahimsa if one man does it? It's the power of the whole that makes the difference.

So, you are saying, gandhi would preach against corruption and try to inspire the public..
Weapons like, fasting, satyagraha - i guess - would not be of much help in this area.. right..

Its the collective spirit of the people that matters. Fasting, satyagraha, ahimsa, etc. are important, but so too are numbers. The individual, in this case Gandhi, can only provide guidance. Guidance is what fosters inspiration. Not only is the goal clearly defined, but so too are the means toward that end. A Japanese proverb expresses this sentiment well:
"Vision without action is a daydream. Action without vision is a nightmare."
Gandhi would provide the vision, and the people would be the ones to see it through, under his guidance.
