university transcripts

How difficult or easy is it to get the University of Madras to send transcripts for evaluation?

I too want transcripts from University of Madras for my higher education in US. Can someone throw some light on this?

I visited recently the Uni Library for seeing the thesis on some subjects.

They didnt allow me to take photocopies..i had to sit and take notes for two days:(
