What time do you use to cast horoscope for kids born in USA ? The US time or the corresponding Indian time ?
Also do use / not use Daylight Savings time ?

  US Time. What is important is where are the planets located in the sky (JyotishChakra) at that time and visible from that place.
  So you need US time. Also that is why astrologers ask where the person is born. Then they look up a chart with latitude/longitude and calculate where the planets are located in different Rasis
