it is okey if man is arrested if he really teases the girls but what if a girl deliberately puts a case on a man if she hates him ?

  Sure it can happen, and unscrupulous women may use it for revenge, or use it to blackmail a man.
  With the Prevention of sexual harrassment act in India in many of the states, not neccessarily touch but even a word, or gesture or even an indirect suggestion of sexual invitation or suggestive sexual humour being an offence, I dare not antoganise my women subordinates by even refusing a leave in exigencies.

  Sure I agree with you. I am not suggesting that such occurances are not there. Precisely because they are rampant there has been need for legal measures. I am only contending that the law should not be lopsided structured on emotive base, without giving a thought to the misuse.
  There should be stringent punishment inbuilt in the same law for false accusations as deterrant.

Some parents are always on the look-out for a rich husband for their daughters and knowingly overlook all his bad habits. Women today want their husbands to be subservient to them and their parents and siblings. It used to come to that eventually in the old days but nowadays, some women want that to happen right away. Some women find it very easy to emotionally blackmail their spouses and even their children (and have the ability to turn the children against the father very easily) because they consider the children as their sole property.
  This gender bias has been going on for centuries. Just think of the term ‘shotgun-wedding’ where the man was forced to marry the woman because she was pregnant. A certain percentage of women have for years, made false accusations of rape, harassment and now the dowry. They know that they can get away with it because almost 100 percent of the men (and 50 percent of the women) will believe them. If the law makes it easy for people to get away with anything, they will obviously take advantage of such a law, especially when they know that even if the truth were to come out, they would not be penalized. There is a saying that “the smart criminals never get caught”. Since some women are smarter (more cunning/wily) then men, they are more likely to get away with crimes. Even if caught, they can always do a song and dance/turn on the tears/lay on a sob story and make most people feel sorry for them. A survey by the New York Times showed that whereas a judge would be very lenient and let off a woman (even a repeat offender) with a warning, for the same crime he would simply jail a man. Even the judge knows that if he finds against the woman, he will be picketed by the support groups and when he gets home, he will have to answer to his wife who rules the roost (and some of the support group members are in her kitty party).
  Using the current laws, some women want sole custody of the children, child support, alimony, all the gifts given during the marriage, their family’s part of the wedding expenses, put their ex/husband and his family in jail and leave them with nothing but the clothes on their back. Therefore, to stop dowry and the false dowry accusations, all Indian men need to insist on pre-nuptial agreements where everything gifted during the marriage by either side gets listed (such that each partner can then decide whether to take back at the time of divorce) and duly signed by both the parties, the police should not be allowed to file a case in the absence of such a document, penalize the dowry seeker and giver too. Obviously we need to expose and prosecute the people making false accusations (and this would include the lawyers, policemen, support groups and anybody else who aids and abets).
  
  If some of the support groups were to be believed, then all men are bad. There is no doubt that a percentage of men have been doing wrong for centuries but that is not to say that the women have been entirely innocent themselves. I am sure that there are at least as many good men in this world as there are bad women. Would it not be a much better world if support groups were not politically motivated or trying to exact revenge for some perceived insult and worked towards undoing wrongs without any gender bias?
