On the correct use of punctuation

I read this sometime back :
A man was telling his secretary about how to use the comma. He said that he would put in a comma whenever he had to pause to take breath. Later on when the secretary saw a letter written by her boss, she told him, 'You must have been positively gasping for breath by the time you finished this sentence'.
So can we start a discussion on punctuation?
